This is the state flag of Pernambuco, in Brazil.
Pernambuco had its own state flag even before Brazil declared independence. It represented the Penambucan Revolution in 1817, but it was forgotten until 100 years later, in 1917, when Manoel Antnôio Pererira Borda, the president of state, delcared it as the official flag of state.
The blue colour in the upper part of the flag represents the Pernambuco sky. The white area is for peace, and the rainbow represents the union of all people in Pernambuco. The cross is representative of the original name for Brazil, Santa Cruz (Holy Cross).
This flag is cheery beyond measure, with bright colours and rainbows and stars. It would look good in a child-care centre.
